I. Primary Function
The Pre-Development Manager is a senior role spanning from project inception through commencement of construction. This position will work on multiple projects simultaneously while managing internal and external resources to achieve overall project deadlines and goals. This position will play a leadership role during the pre-development phase of a project, helping identify and assess risk, manage project start expectations and feasibility to ensure the decisions made in concept become reality to ensure the overall successful start of each project.
II. Duties and Responsibilities
Ø Drives the Pre-Development process, starting at the execution of the Land Purchase Agreement and ending with the issuance of all Building Permits.
Ø Research and obtain information regarding all applicable codes and regulations which would affect the successful development of a site; determine timelines for entitlement and permitting processes.
Ø Prepare for, and present organizational objectives and projects at Community Meetings, Public Hearings, and City Council Meetings.
Ø Attend Municipality meetings on a weekly basis, or as needed.
Ø Review of civil engineering and architectural plans working with staff, land planners, consultants, and elected bodies to manage and complete the site plan and all city approvals.
Ø Communication and coordination of the consultant team, including land planners, engineers, architects, utility companies and other third-party consultants, as well as the AHS construction team
Ø Update schedules, budgets, timelines, financial information, projections, and land closings as necessary.
Ø Assist Acquisition team in its preliminary budgeting and feasibility analysis of acquisition targets.
Ø Examines site plan development with respect to concurrency, topography, wetlands, floodplain, tree mitigation, wildlife, utilities, storm water, sanitary sewer, storm drainage, environmental issues, and water feasibility;
Ø Manage final plat, re-zoning, and site plan approval processes.
Ø Helps finalize preliminary project budget/proforma prior to project commencement.
Ø Meet regularly with project engineers and update schedule of preliminary engineering, preliminary platting and address possible construction issues;
Ø Attend weekly meetings with Acquisition and Development teams to provide summaries/updates on all projects in pre-development stage.
Ø Assist with special projects as requested and perform additional duties as required.
Ill. Qualifications and Experience
Ø Minimum of 7 years’ experience in Commercial Real Estate, Urban Planning, Engineering or a related field.
Ø Bachelors and/or master’s degree in Finance, Real Estate, Urban Planning or related field, or equivalent and commensurate combination of education and experience.
Ø An equivalent combination of education and experience that provides the required knowledge, skills, and abilities may be acceptable.
lV. Knowledge and Skills
Ø Exposure to construction documents and terminology.
Ø Ability to multi-task.
Ø Excellent communication skills, with ability to express ideas clearly and objectively, orally and in writing.
Ø Fluency in Spanish preferred.
Ø Ability to perform according to agreed plans with direct supervision.
Ø Proficiency with Microsoft Office and Project.
